Introduction
The Government of Maharashtra has launched a comprehensive Slum Rehabilitation Scheme by introducing an innovative concept of using land as a resource and allowing incentive floor space index (FSI) in the form of tenements for sale in the open market for cross subsidization of the Slum Rehabilitation tenements which are to be provided free to the slum-dwellers. On 08.09.2020 the Government has established Mumbai Metropolitan Region/Slum Rehabilitation Authority for the S.R.
Schemes through necessary statutory amendments in the Act. This authority will act as the “Planning Authority” for the rehabilitation of slum dwellers in the entire Mumbai Metropolitan Region.
Mumbai Metropolitan Region, Slum Rehabilitation Authority was established as an independent Authority to serve as Planning Authority for all Slum areas in the jurisdiction of 8 Municipal Corporations namely Thane Municipal Corporation, Navi-Mumbai Municipal Corporation (including areas of CIDCO and NAINA) , Kalyan-Dombivali, Bhiwandi-Nizampur, Vasai-Virar, Mira Bhayander, Ulhasnagar and Panvel and 8 Municipal Councils namely Ambernath, Badlapur, Alibag, Pen, Khopoli, Matheran, Karjat and Palghar and 1 Gram Panchayat in Boisar.
The Maharashtra Government gave the permission for the Slum Rehabilitation Schemes prepared u/s 3(1) (B) of the Maharashtra Slum Areas (Improvement, Clearance and Redevelopment) Act, 1971 by the Mumbai Metropolitan Region, Slum Rehabilitation Authority.
It is the endeavour of Mumbai Metropolitan Region, Slum Rehabilitation Authority to implement the Slum Rehabilitation Schemes by providing a single window clearance for all types of approvals that are required for the project namely formation of Co-operative Housing Society, proof of Eligibility of Slum – dwellers, taking punitive action on non- cooperative slumdwellers, survey and measurement of slum land and granting building permission, leasing of rehabilitation plots and free- sale plots and updating of property cards ( PR Card).
